اقتصاد صنعت برق کشور در سال‌های اخیر همواره با دو چالش اصلی روبرو بوده است. عدم پرداخت مابه‌التفاوت قیمت تکلیفی با قیمت تمام شده برق از سوی دولت به وزارت نیرو و همچنین عدم پرداخت منابع مالی صنعت برق از محل سازمان هدفمندی یارانه‌ها، دو زخم کهنه صنعت برق در سال‌های اخیر بوده است. انباشت مطالبات صنعت برق از این دو محل، نه تنها بخش دولتی صنعت برق را با مشکل ناترازی در پرداخت‌ها روبرو ساخته است، بلکه بخش خصوصی صنعت برق را نیز در جذب منابع سرمایه‌گذاری و انجام تعمیرات اساسی با خطرات جدی روبرو ساخته است. به نظر می‌رسد، بخش زیادی از مشکلات ایجاد شده در صنعت برق کشور، ناشی از مشکلات ساختاری در قانون‌گذاری و سیاست‌گذاری بخش اقتصاد برق کشور بوده، به نحوی که رفع این مشکلات نیازمند نگرش جدید به حاکمیت و اقتصاد صنعت برق کشور می‌باشد.
